NBCL Rules / 2023 Updates
Pinto division playing rules
: 1) adjusted format of play from coach-pitch only to combination of player-pitch and coach-pitch to start the development of pitchers, catchers and hitters earlier to lessen the transition of play between Pinto and Mustang divisions, and 2) adjusted mercy run rule for innings from 5-run limit to a progressive 5-run limit to allow teams that are behind to not only catch up but take a lead within any inning of the game.
Mustang division playing rules:
1) adjusted mercy run rule for innings from 5-run limit to a progressive 5-run limit to allow teams that are behind to not only catch up but take a lead within any inning of the game, and 2) added Infield Fly rule.
Team formation:
1) Added the requirement to gather more player profile information from managers/coaches to supplement player skills assessment scores for the draft process to aide all managers in making more informed drafting decisions, and 2) defined player request and coach request rules for all divisions in order to address an undocumented process and apply constraints to the process for the competitive balance of the Pinto division while still enabling the process, and 3) documented rules for All-Star team formation to address an undocumented process.
